Richard L. Frymire, Jr. joined the law firm of Moore & Morrow in 1960.  He is a graduate of Centre College and the University of Kentucky College of Law.  In addition to Kentucky, he is admitted to practice before the United States District Courts (E.D. and W.D., Ky.), the United States 6th Circuit Court of Appeals, and the United States Supreme Court.  On two occasions he has served as President of the Hopkins County Bar Association, has served as Governor of the Kentucky Bar Association (1986-1992), chaired the first Kentucky Bar Association standing Committee on Lawyer Professionalism (1987-90), was KBA’s Lawyer of the Year (1996) and is a Fellow of the American College of Trial Lawyers.

Frymire’s civic service includes Kentucky State Representative (1962-65), Kentucky State Senator (1966-69; majority leader 1968-69), and Hopkins County Judge Executive (1999-2002).

His military service includes active duty stints with the U.S. Navy, U.S. Marines, and U.S. Air Force.  He retired as Major General, USAF (1983).

Joe. A. Evans III grew up in Mt. Sterling, Kentucky.  He attended the University of Mississippi where he was a member of the golf team.  He graduated with honors from Western Kentucky University in 1972 with a degree in accounting, and the University of Kentucky College of Law in 1975 with a juris doctorate degree.  Mr. Evans has been with the firm for over 35 years.

Mr. Evans has extensive experience in real estate matters, having personally performed thousands of title examinations for home purchases and mortgage financing.  He has been involved in numerous commercial transactions involving properties in excess of $1 million.  Mr. Evans frequently negotiates and reviews coal leases and performs mineral title examinations.  Mr. Evans prepares deeds, real estate contracts, and conducts real estate closings on a daily basis.

Mr. Evans has been the Madisonville City Attorney since 1994, serving under four (4) different Mayors.  He has been the attorney for the Madisonville Airport Board, the Madisonville Hopkins County Economic Development Corporation, and the Industrial Development Authority for a number of years.  Mr. Evans provides general business and corporate law advice and also practices in the area of wills and estates.

Mr. Evans devotes a substantial portion of his practice to domestic relations and family law including divorce, child custody and visitation, grandparent visitation, enforcement of child support orders, and prenuptial agreements.

Richard E. Peyton is a native of Middletown in Jefferson County, Kentucky.  He graduated from Illinois Institute of Technology in 1969, George Washington University in 1972, and the University of Kentucky College of Law in 1975.  He served in the United States Army from 1969 until 1971.  Richard is a present or past Board member of the Hopkins County Family YMCA, Green River District, Boy Scouts of America, Habitat for Humanity, Hopkins County United Way and the First Presbyterian Church.  His areas of practice include insurance, motor vehicle accidents, business, workers’ compensation, trusts, wills, estates, social security, criminal, municipal law, mines, minerals, leases, contracts, real estate titles and deeds.  He is currently the Providence, Kentucky City Attorney.

Randall Teague is a native of Madisonville, Kentucky, having graduated from Madisonville High School in 1966 and from Southern Methodist University in Dallas, Texas in 1970.  He was subsequently commissioned a Second Lieutenant in the United States Air Force.  After spending four years at the Myrtle Beach Air Force Base as Security Police Operations Officer, he attended the University of South Carolina School of Law, graduating in December of 1976.  He was admitted to the South Carolina Bar in May of 1977 and returned to Kentucky to begin practice with the law firm of Moore, Morrow & Frymire in July of 1977.

He was admitted to the Kentucky Bar in May 1978 and was subsequently admitted to the Bar of the U.S. District Court for the Western District of Kentucky and the Sixth Circuit Court of Appeals.  He has served as Chairman of the Board of Directors of the Midwest Chapter of the American Red Cross and President of the Madisonville Kiwanis Club as well as the District Sixteen Kiwanis Club Lieutenant Governor.  He has also served as President of the Hopkins County Bar Association and the Historical Society of Hopkins County, where he currently serves as Vice-President and Program Chairman.  He has been a member of the Crime Stoppers Board of Directors for more than ten years.

Keith Cartwright is a native of Western Kentucky and has practiced law at the law firm of Morrow, Morrow & Frymire and its successor Frymire, Evans, Peyton, Teague & Cartwright since he passed the bar in 1983.  Mr. Cartwright graduated Magna Cum Laude from Murray State University in 1980 and received his Juris Doctorate in 1983 from the University of Louisville Law School where he graduated Magna Cum Laude.  While at the University of Louisville Law School, Mr. Cartwright was a member of the Journal of Family Law and was President of the Brandeis Honor Society.  Mr. Cartwright also did a clinical internship with the Jefferson County Public Defender’s Office.

Since joining the firm in 1983, Mr. Cartwright has had a wide variety of legal experience, including his primary areas of personal injury, family law, estates, real estate and commercial transactions.  Mr. Cartwright’s clients have included the Providence Independent Board of Education (1996-2007), the Hopkins County Board of Education (1990-the present), the City of Earlington (2006-the present), Hancock Bank and Trust Company and First United Bank and Trust Company.

Taylor C. Evans is a partner with Frymire, Evans, Peyton, Teague, & Cartwright.  Taylor is a graduate of Transylvania University and Southern Illinois University College of Law, graduating Cum Laude.  While in law school, Taylor was a member of the Southern Illinois University Law Journal, where he served as an Articles Editor.  Prior to coming to work at our firm, Taylor was a staff attorney for Justice Bill Cunningham of the Kentucky Supreme Court. During his time with Justice Cunningham, Taylor helped author over 40 Kentucky Supreme Court opinions.
